Summary Job Description:
Thiposition is responsible for conducting simple to moderate procurement actions in accordance with Prime Contract requirements and flow downs, FAR, DFARS, CAS, Public Law, company policies and CPSR requirements. In addition this position should be able to analyze purchase requisitions, draft and issue solicitations (RFP/RFQ), review bids, select vendors, assist in the negotiation of terms, conditions and pricing of goods or services to be procured, issue/manage subsequent agreements through utilizing applicable financial systems and completing all necessary file documentation.

Responsibilities:
•Assists in managing USD $10 million in annual procurement transaction spend
•Sources for goods and services including identification of prospective bidders, creation of RFP/RFQ and issuance of complete sourcing document
•Evaluates bids for goods and services including analysis of proposed prices to assess/establish price reasonableness and assessment of business/financial viability of bidder
•Assists in selection process and develops and maintains on-going vendor relationship
•Supports negotiation of price for goods and services including creation and execution of negotiation plan
•Completes pre-award requirements including EPLS, vendor suitability, financial stability, system capabilities, advance notification, consent to subcontract, EEO and other requirements
•Creates and executes supplier contract documents (subcontract or contract and PO)
•Performs daily activities in support of FFP procurements for goods and services in accordance with BE Procurement Operations Manual; may also have exposure to T&M and ID/IQ agreement types
•Handles purchase requisitions in appropriate BearingPoint system
•Coordinates and communicates with BE team throughout the life-cycle of the procurement thru close-out
•Prepares all required documentation during the life-cycle of the procurement and maintains procurement case file
•Maintains operational focus with emphasis on customer service and day-to-day resolution of procurement issues
•Maintains proficiency in relevant BE policies and procedures, including the ability to articulate and enforce policies and procedures
•Assists other staff members with procurement related activities as assigned

Basic Qualifications:
•1 or more years subcontracts experience working in a team environment procuring goods and services in the government contracting arena.
•1 or more years procuring services; i.e. labor or consulting services in the government contracting industry.

Preferred Qualifications:
Bachelors Degree
•Demonstrated knowledge of Federal Acquisition Regulation in general and specifically, Part 44
•Demonstrated written and verbal communication skills and excellent attention to detail required
•Demonstrated ability to work independently with minimal supervision
•Procurement experience during a Contractor Purchasing System Review is a plus
